Great Plains Laborers-Employers Cooperation and Education Trust (GPLECET) is a labor management partnership between LiUNA and our signatory contractors. We work cooperatively with our contractors and construction owners to help identify project opportunities and to market the many advantages that we and our contractors can provide.

Great Plains LECET works to identify new and emerging markets and position LiUNA and its signatory contractors to capitalize on those opportunities. It is one of the three funds that make up LIUNA’s Tri-Funds, organizations uniquely established to assist in expanding LIUNA’s market share. LECET, the LIUNA Training and Education Fund (LIUNA Training), and the Laborers Health and Safety Fund of North America (LHSFNA) develop the marketing, training, and health and safety programs that give LIUNA a competitive edge.

Great Plains LECET is governed by a board of Labor and Management Trustees. Great Plains LECET’s network consists of one District Council that works with 14 LiUNA Locals and represents over 3,000 signatory contractors and 9,000 LiUNA construction workers covering Northern Illinois, Iowa, Nebraska, and South Dakota.
